Staking Introduction and Pooling

To enhance the utility of Shield Node Keys, the creation of staking pools is limited to KYC-compliant Shield Node Key super nodes. Holding 100 Shield Node Keys qualifies one as a super node, with exclusive rights to create staking pools.
